Application Procedure:

Applications for Individual Ruth L. Kirschstein NRSA must be prepared using the PHS 416-1 application form and instructions for Individual National Research Service Award Fellowships (rev. 06/02). Applications for Institutional Ruth L. Kirschstein NRSA must be prepared using the Institutional NRSA Section of the PHS 398 research grant application instructions and forms (rev. 05/01). The PHS 398 is available at http://grants.nih.gov/grants/funding/phs398.html in an interactive format. Applications for Cancer Education and Career grants must be prepared using the PHS 398 research grant application instructions and forms (rev. 05/01). Applicants are advised to consult the ?Submitting an Application? section of the Program announcement since each award has distinct application criteria. Completed applications should be submitted to the Center for Scientific Review, National Institutes of Health, 6701 Rockledge Drive, Bethesda, Maryland 20892.

Note: Each program will indicate whether applications are to be submitted to the Federal headquarters, regional or local office, or to a State or local government office.

Award Procedure:

Applications are reviewed for scientific merit by an appropriate study section, committee, or advisory council. If recommended for approval and a decision to make award is made, a formal award notice will be sent to the applicant.

Note: Grant payments may be made by a letter of credit, advance by Treasury check, or reimbursement by Treasury check. Awards may be made by the headquarters office directly to the applicant, an agency field office, a regional office, or by an authorized county office. The assistance may pass through the initial applicant for further distribution by intermediate level applicants to groups or individuals in the private sector.
